Reporting purge tree conflicts

Entities with a disposition of MUST_DESTROY might remain after the final step of the purge process. Typically these entities are not purged for data integrity reasons. For example, a descendant of an entity has a MUST_NOT_DESTROY disposition.

PolicyCenter reports these entities to the Data Protection Officer by using an activity.
