Assigning a different user to your change list

Unless you assign it to another user, each change list and the changes it contains belong to you. Other users have their own change lists. A change list remains under your control unless you reassign it to another Product Designer user.

Assigning a change list to another user enables them to review your changes and perhaps make additional changes. They could then assign the change list back to you, enabling you to review their changes. When everyone is satisfied with the changes, you can commit them.
