Localizing underwriting issue details

As part of the base PolicyCenter product, the Underwriting Rules and associated screens provide support for multiple languages.

On the Underwriting Rule screen, the Underwriting Issue Details has Short Description and Long Description fields for descriptions in the display languages, such as English (US) or Japanese (Japan). These descriptions will appear in the associated underwriting issue. Localization is implemented using multiple parameters, with one parameter for each language. Therefore, each field corresponds to a single parameter.
